2015 Annual EEO Reporting Requirement

Every year, prime contractors and all subcontractors with federal-aid construction contracts of $10,000 or more are required1 to report the composition of their workforce by race, gender, and job category during the last pay period of July. To comply with this requirement, prime contractors and subcontractors must report this information for each active project during July to the respective local agency. This report is documented with FHWA Form PR–1391.

A common error2 with this report is the interpretation of the last pay period. These reports are required for any project active during the month of July. FHWA Form PR–1391 is to be completed for the contractor’s last pay period in July. For some contractors, that may mean that last week of July. For other contractors, that may occur earlier in the month.

For 2015, local agencies are required to collect reports from their contractors and submit them to their DLAE no later than August 21, 2015.
