Caltrans Division of Local Assistance (DLA) has released an Architectural and Engineering (A&E) Consultant Selection Performance Measures Report in an effort to address consultant contract procurement deficiencies and improve compliance.
In 2014 DLA conducted a process review of local agency federal-aid funded projects that utilized A&E consultant contracts. The report, “A&E Consultant Selection and Procurement”, identified deficiencies in the procurement of A&E consultant contracts.
DLA recently completed a process review to assess the effectiveness of training and other program enhancements over the last three years since the initial 2014 report.
Although significant improvement in overall compliance was identified, the A&E Oversight Branch is developing a comprehensive plan for achieving an ultimate goal of 95% compliance..
