New Countermeasure Added to HSIP Cycle 9 Call for Projects

The documents for HSIP Cycle 9 Call for Projects have been updated for the purpose of adding a new safety countermeasure “S22, Modify signal phasing to implement a Leading Pedestrian Interval (LPI)”.

LPI is listed as one of the Federal Highway Administration (FHWA)’s Proven Safety Countermeasures. It may be considered at Intersections with signalized pedestrian crossing that have high turning vehicles volumes and have had pedestrian vs. vehicle crashes.  An LPI gives pedestrians the opportunity to enter an intersection 3‐7 seconds before vehicles are given a green indication. With this head start, pedestrians can better establish their presence in the crosswalk before vehicles have priority to turn left.

LPIs provide:

  1. Increased visibility of crossing pedestrians
  2. Reduced conflicts between pedestrians and vehicles
  3. Increased likelihood of motorists yielding to pedestrians
  4. Enhanced safety for pedestrians who may be slower to start into the intersection
