Caltrans Office Bulletin #25-04: Sample Quality Assurance Program


Effective as of July 21, 2025

Per 23 CFR 637, Local Public Agencies (LPAs) are required to have a Quality Assurance Program (QAP) that ensures the materials and workmanship incorporated into each construction projects conform to the requirements of the contract plans and specifications. Section 16.11 of the Local Assistance Procedures Manual (LAPM) provides a link to the “QAP Manual for Use by Local Agencies” dated December 2008, which includes an example QAP in Appendix Y.

On July 21, 2025, the sample QAP was updated and is provided as a stand-alone template. Therefore, the 2008 QAP Manual is outdated, and the link will be deactivated.
