
Action Required: Metropolitan Planning Organizations are required to include all regionally administered federal discretionary grant funded projects in the 2027 Federal Transportation Improvement Programs (FTIP) and in all future submittals.
In December 2024, as part of the approval of California’s 2025 Federal Statewide Transportation Improvement Program (FSTIP), the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) recommended that all federal discretionary grant projects be included in both the FTIPs and the FSTIP.
To address this federal recommendation, Caltrans is developing a process to ensure all discretionary grant projects, both capital and non-capital surface transportation projects, are programmed for inclusion in all future FSTIPs.
