Office Bulletin: #25-06: Buy America Requirements for Manufactured Products

On January 14, 2025, the Federal Highway Administration (FHWA) issued its final rule amending Buy America regulations terminating the general applicability waiver for manufactured products. These changes require updates to the Local Assistance Procedures Manual (LAPM) Chapters 12 and 16 to ensure compliance with new federal requirements for Federal-aid highway projects. Access FHWA’s final rule on Buy America Requirements for Manufactured Products.

Effective October 1, 2025, federal-aid projects with construction E-76 authorizations will need to ensure all manufactured products must have been assembled in the United States that will be incorporated into the project.
