Highway Infrastructure Program Request for Obligation Status and Project Eligibility Update

Attention MPO’s and RTPA’s:

Please notify your District Local Assistance Engineer (DLAE) regarding your region’s obligation status for the FFY 2017-2018 funds as soon as possible. View the Monthly Balance Reports on the HIP Webpage to determine the remaining amount of unused Highway Infrastructure Program (HIP) funding for your MPO/RTPA/County. Any remaining FFY17-18 HIP funds not obligated on or before September 30, 2021 shall lapse.

Recent clarification regarding HIP project eligibility has come to Caltrans’ attention. Eligibility differs for each year of HIP Apportionment and is not retroactive.

HIP funds resulting from the Federal Fiscal Year (FFY) 2017-2018 Apportionment may be used for “Construction of highways, bridges, tunnels, including designated routes of the Appalachian development highway system and local access roads under section 14501 of title 40, U.S.C.” (23 USC 133(b)(1)(A)). Projects must be on the federal-aid system. No projects on roads classified as a local road or rural minor collector unless the road was on a Federal-aid highway system on January 1, 1991, except: for bridges or tunnels (except new bridge or tunnel at new location) and as approved by the Secretary.
