Office Bulletin #21-07: Division of Local Assistance (DLA) Local Highway Safety Improvement Program (HSIP), LAPG Chapter 9 Update

Chapter 9 of the Local Assistance Program Guidelines (LAPG): Local Highway Safety Improvement Program (HSIP), defines eligibility requirements, funding policy, application submittal and review process, and project delivery requirements in compliance with federal and state regulations for the local HSIP program.

Since the last update to the HSIP Guidelines, there have been new developments related to the HSIP such as: (a) the Local Roadway Safety Plan (LRSP) requirement for Local Public Agencies (LPAs) to apply for HSIP funds, and (b) the flexibility of using State funds for HSIP projects. The HSIP delivery requirements and scope/cost change rules have also been adjusted. HSIP Guidelines have been revised to reflect these changes. Revisions to Chapter 9 of the LAPG include:

• Section 9.2 Local HSIP Advisory Committee: addresses the function and goals of the Local HSIP Advisory Committee.
• Section 9.3 Eligible Applicants: requires a Local Public Agency (LPA) to maintain an LRSP in order to apply for HSIP funds.
• Section 9.5 Funding and Project Costs: use of State funds for HSIP projects.
• Section 9.10 Project Delivery Requirements: this section is updated to accommodate the delivery requirements
for State-funded HSIP projects and to request delivery time extensions.
• Section 9.11 Project Scope and Cost Change: clarifies the process of requesting project scope and cost changes.
