California Local Public Agencies (LPAs) have been using construction standards that are not approved by the Federal Highway Administration (FHWA) in cooperation with Caltrans for projects on the enhanced National Highway System (NHS). These standards are in violation with Part 625.3(a)(1) in Title 23 of the Code of Federal Regulations. Caltrans is working with the LPAs and FHWA to develop an alternative to mitigate this violation. No change from current practice is expected at this point until further notification. Caltrans will continue to share any developments with the LPAs.
