Update: Caltrans 2022 Standard Plans & Standard Specifications

The use of the California Department of Transportation (Caltrans) Standards is required on all State Highway System projects to ensure that all transportation project contracts are clear, concise, correct, complete and in compliance with the Federal Highway Administration (FHWA). Substantial justification and approval for deviation from the Standards is required. Deviation should be rare and will not be approved for minor or preferential changes.

These Standards are the culmination of extensive development by the Department’s most competent and proficient professionals. Concurrence has been obtained from stakeholders, including the Construction Division, Legal Division and FHWA. When applicable, concurrence has also been obtained from industry and other agencies.

Caltrans will publish the new 2022 Standards on October 24, 2022, and will only be available in electronic form on the Internet. On-system projects requiring the use of the 2018 Standards per the 2018 Implementation Memo will likely be in construction for some months or years.  The last day to order the 2018 Standards in printed book form must be received by Caltrans Accounting Department no later than 5:00 pm on December 2, 2022. Thereafter, 2018 Standards and all future editions will be only be available in electronic form on the Internet.

  3. Does Caltrans have a list of the changes to the last 2018 Revised Standard Specifications and the 2022 Standard Specifications? In the past, the revisions were denoted with a line in the margin. It would be very helpful if this was done in the new Standard Specifications. If not, a list of the changes would suffice.
