This information applies to all California Local Public Agencies (LPA), Right of Way Local Programs, and the Division of Local Assistance. After a LPA Property Management Practices Program Review with FHWA, it was determined that California is not providing enough guidance or oversight of Local Public Agency practices when it comes to property management and disposal of excess land. As a result, the Right of Way Property Management Chapter, the Right of Way Excess Land Chapter, and applicable sections of Chapter 13 of the Local Assistance Procedure Manual (LAPM) have been updated to reflect expectations as it pertains to property management.
