Implementation memo for 2022 Caltrans Construction contract standards for local public agencies (LPAs) utilizing Caltrans construction contract standards for off the state highway system

All LPAs using Caltrans Construction Contract Standards (Standards) for projects off the SHS must use the 2022 Standards for projects receiving construction authorization on May 1, 2023, and thereafter. Reasonable justification and approval by the LPA’s District Local Assistance Engineer are required for projects constrained by Board or Council action for up to an additional six (6) months.

The 2018 Standards will not be supported after May 1, 2023, unless an additional time extension has been approved. The last day to order the 2018 Standards in printed book form is December 2, 2022 and the order must be received by Caltrans Accounting Department no later than 5:00 pm. Thereafter, 2018 Standards and all future annual editions will be published in electronic format only.

  1. 2023 Standards are due to be implemented on July 24th, 2023.
    Is there a deadline date expected when projects receiving construction authorization after this July date are required to use these 2023 standards?
